I'm theorizing that there will be 2 windows of time, the first being between the initial outbreak and all out panic, and the second being between the panic/mass spread of infection and the government's response to the threat. You're best bet is to barricade your house and hold out during the first window, this will increase your risk and exposure to the zombies but will also decrease your risk of having to deal with other human survivors (zombies vs crazy people with guns, you decide), this also means more supplies available since the majority of the infection spread and chances are any house you break into will be abandoned or contain a zombie (yet another risk but imagine trying to hit a Walmart or public place where you're guaranteed to run into a nice horde). Lastly, if you time it right you'll have plenty of time to get to any boat dock and you'll be sure to find a boat somebody won't be missing. ;)
